Here is an extract from the official press-release: “NASA scientists and engineers participating in exploration of Mars and the Moon reported the results of their discoveries at a briefing at the Washington National Press Club on March 21, 1996. It was announced for the first time that man-made structures and objects have been discovered on the Moon.” The scientists spoke rather cautiously and evasively about these objects, with the exception of an UFO. They always mentioned that the man-made objects are possible, and stated the information was still under study and official results will be published later.

It was mentioned at the briefing as well that the Soviet Union used to own some photo materials proving the presence of such activity on the Moon. And, although it wasn’t identified what kind of activity it was, thousands of photo- and video materials from the Apollos and the Clementine space station showed many parts on the lunar surface where this activity and its traces were perfectly evident. The video films and photos made by US astronauts during the Apollo program were demonstrated at the briefing. People were extremely surprised why the materials hadn’t been presented to the public earlier. NASA specialists answered: “It was difficult to forecast the reaction of people to information that some creatures had been or still are on the Moon. In addition, there were some other reasons to it, which were beyond the control of NASA.”

Specialist for lunar studies Richard Hoagland says that NASA is still trying to alter photo materials before they are published in public catalogues and files. They do some retouching or are partially refocussing them while copying. Some investigators, Hoagland is among them, suppose that an extraterrestrial race had used the Moon as a terminal station during their activity on the Earth. These suggestions are confirmed by the legends and myths of different nations of our planet.

The ruins of lunar cities stretch for many kilometers. Huge domes on massive basements, numerous tunnels, and other constructions cause scientists to reconsider their opinions concerning the Moon. How the Moon appeared and principles of its revolving around the Earth still pose a great problem for scientists.

Some partially destroyed objects on the lunar surface can’t be placed among natural geological formations, as they are of complex organization and geometrical structure. In the upper part of Rima hadley, not far from the place where the Apollo-15 had landed, a construction surrounded by a tall D-shaped wall was discovered. As of now, different artifacts have been discovered in 44 regions. The NASA Goddard Space Flight Center and the Houston Planetary Institute are investigating the regions. Mysterious terrace-shaped excavations of rock have been discovered near the Tiho crater. The concentric hexahedral excavations and the tunnel entry on the terrace side can’t be the results of natural geological processes; instead, they look very much like open cast mines. A transparent dome raised above the crater edge was discovered near the crater Copernicus. The dome is unusual, as it is glows white and blue from the inside. A rather unusual object, which is unusual indeed even for the Moon, was discovered in the upper part of the Factory area. A disk of about 50 meters in diameter stands on a square basement surrounded with walls. In the picture, close to the rhomb, we can also see a dark, round embrasure in the ground, which resembles an entry to an underground caponier. There is a rectangular area between factory and the crater Copernicus, which is 300 meters wide 400 meters long. Apollo-10 astronauts took a photo (AS10-32-4822) of a one-mile long object called "Castle," which is at the height of 14 kilometers and casts a distinct shadow on the lunar surface. The object seems to consist of several cylindrical units and a large conjunctive unit. The internal porous structure of the Castle is clearly seen in one of the pictures, which gives the impression that some parts of the object are transparent.

As it turned out at the briefing where many NASA scientists were present, when Richard Hoagland had requested originals of the Castle pictures for the second time, no pictures were found at all. They disappeared even from the list of pictures made by the Apollo-10 crew. Only intermediate pictures of the object were found in the archives, which unfortunately don’t depict the internal structure of the object. When the Apollo-12 crew landed on the lunar surface, they saw that the landing was observed by a half-transparent, pyramidal object. It was hovering just several meters above the lunar surface and shimmered with all the colors of the rainbow against the black sky. In 1969, when the film about astronauts travelling to the Sea of Storms was demonstrated (the astronauts saw the strange objects once again, which were later called “striped glasses”), NASA finally understood what consequences such kind of control could bring. Astronaut Mitchell answered the question about his feelings after his successful return: “My neck still aches as I had to constantly turn my head around, because we felt we were not alone there. We had no choice but to pray.” Johnston, who worked at the Houston Space Center and studied photos and video materials made during the Apollo program, discussed the artifacts with Richard Hoagland and said that the NASA leadership was awfully annoyed with the great number of anomalous, to put it mildly, objects on the Moon. It was even said that piloted flights to the Moon might be banned. Investigators are especially interested in ancient structures resembling partially destroyed cities. Photos reveal an astonishingly regular geometry of square and rectangular constructions. They resemble our cities seen from the height of 5-8 kilometers. A mission control specialist commented on the pictures: “Our guys observed ruins of the Lunar cities, transparent pyramids, domes, and God knows what else, which are currently hidden deep inside the NASA safes, and felt like Robinson Crusoe when he suddenly came across prints of bare feet on the sand of the desert island.” What do geologists and scientists say after studying the pictures of lunar cities and other anomalous objects? They say that such objects can’t be natural formations. “We should admit they are artificial, especially the domes and pyramids.” Reasonable activity of an alien civilization showed up unexpectedly close to us. INTRODUCTION

We, Michael and Stephanie Relfe, discovered the following through our own experience. For background information, please read "The Mars Records", Books 1 and 2 which are free to download from www.TheMarsRecords.com. In those books you will learn how Michael was abducted once a month for a number of years. Later, in July 2001 Stephanie was abducted by reptilians when she was pregnant. They stole our two month old pre-term daughter.

Michael has used the techniques given below three times every week. Because of this, Michael has been abducted only once since October 2000. That was when we moved from Virginia to Arizona in March 2002, when they used another technology which we didn't know of at that time. He then updated the list of prayers as well as learned to change the Quantum Matrix inside the PERSON, not just the area. He has not been taken since March 2002.

When the reptilians abducted Stephanie and stole our daughter, she got a picture of a "worm hole inside of a wormhole". It was then we realised that they also use fractal technology and we added that to the list as well.

We are very happy to report that, although we suffered psychic attack often during Stephanie's next pregnancy, we had a healthy baby boy born to us in summer 2003.

Neither Michael or Stephanie have been taken since March 2002.

We believe this to be true due to the following:

Accurate use of muscle testing.
The absence of imbalances which muscle testing previously indicated were caused by abductions.
Absence of new "wernicke's commands" such as "you will forget this
The absence of physical indicators of abductions, including:
"Out-of-the-blue" feelings of total and utter exhaustion
Scars, marks and bruises
Missing time
Brightly colored areas on various parts of the body when viewed with a black light after an abduction and before a shower.

How Michael Relfe Found How to Stop Abductions

Michael thought that they might come to get him the next night.

He had been praying hard for an answer to the ongoing abductions for quite a while. He was very ill with a high temperature which he had had for ten days. We believed this was from some kind of innoculation during one of the abductions. During that time he was especially earnest in seeking God’s help for what was going on.

Michael described it as follows –

“It was like a realization or finding something that had been lost. I was praying and asking God for an answer on how to stop the abductions. I remembered the passages in the old testament on how the Lord would fight for his people if they asked him and how He would give the enemy into their hands.

I “got” that the enemy jump gate technology was “damaging” to the space-time continuum and that the space-time continuum could be healed.

I couldn’t imagine healing ALL space time just as I couldn’t imagine healing ALL the people in the world. But I knew that it could be done locally. Sometime later I read an interview from a very arrogant reptilian female that described there was more to reality than my limited undertsanding of a "space-time continuum" and that it was really a larger all-encompassing thing called the "Quantum Matrix".

I realized that it was crucial to change the quantum matrix in your house and within striking distance of your house as well as to change it inside yourself and your family and within striking distance of yourself and family. You must do both. When you start doing this you will be attacked, so use kinesiology to quickly locate the attack and prayer and deliverance to eliminate the attack (see below and see www.TheMarsRecords.com)).

So I did the following –



HOW TO STOP ABDUCTIONS

1. Ask God to send angelic protection for the house that we were living in and to seal it off from the attacks of the enemy.

“Heavenly Father, in the name of The Lord Jesus Christ, I ask you in Jesus name to please send hundreds, hundreds, hundreds and hundreds of billions of legions of angels to surround and encamp around this house and within striking distance of this house and set up angelic shields, protective devices, impenetrable force fields and angels to seal this house off from creation.

In Jesus name Father I ask you to send angels to bind up all the free demons trapped inside this house when the shield is closed and to send them to where you want them to go, in Jesus name.

In Jesus name Father I ask you to break, destroy, cut, dissolve, and sever every line of remote viewing, energy drain, energy supply, remote influence, command and control and surveillance that the enemy would try to put through this shield. In Jesus name, Father I ask you to make this shield impregnable to all the attacks of the enemy”.

2. Then put your hands in the air, as though you are laying hands on “space” for healing and say the prayers below.

Changing The Quantum Matrix - Pray for angelic shields around your house or apartment.

Father, In the name of The Lord Jesus Christ I ask you to please send hundreds, hundreds, hundreds and hundreds of billions of legions of angels to surround and encamp around this house and to set up angelic shields, protective devices, impenetrable force fields, angels and everything else you think is necessary to seal off this house from all creation , in Jesus’ name I pray, amen.

Remove any trapped demons - Father, In the name of The Lord Jesus Christ I ask you to please send angels to bind up and remove all demons that were trapped when the shield was closed, in Jesus’ name I pray, amen.

Break any remaining hooks into you - In the name of The Lord Jesus Christ I break, crush, dissolve, smash and destroy every line of remote viewing, energy drain, energy supply, remote influence, surveillance and command & control attached to me in Jesus’ name. In Jesus’ name I bind everything that came into me with these lines and Father, I ask you to send all these things back to whoever send them, to bring them to repentance, in Jesus’ name I pray, amen.

Remove all interference.- Father, In the name of The Lord Jesus Christ I ask you to please remove every thing inside me that would hinder, jam, interfere or prevent me from praying and changing the quantum matrix, in Jesus name I pray, amen.

Abductions can be by grey aliens, reptilians, hybrids, other alien species, U.S. military, intelligence groups (humans) or any mix of these.

If you are located near a base or installation, they may attempt to acquire you by visiting your home/apartment/hotel and taking you in person. This can be defeated by using a portable door lock (the kind used by travellers in hotels) on EVERY door in their home. For those who are taken in your sleep, these prayers will help close that access down as well.

These agencies have tools to defeat every type of commercially available lock as well as the various chains and swing latches that allow the door to be "cracked" open. Only the portable door locks are secure.

The ONLY known way to obtain the required power and authority to defeat the enemy and to stop the abductions of you and your family is to accept The Lord Jesus Christ as your Lord and saviour. When you take that first step of faith, you immediately leave the jurisdiction of "Satan, the god of this world" and enter into the kingdom of God Almighty. You are drafted into the army of God and are given power and authority over the enemy. From that moment forward you are expected to fight the enemy and to fulfil God’s plan in your life while on earth. You are assured of eternal life when your days are done.

You absolutely will not defeat this enemy by using your own metaphysical abilities, prayer to anything outside of God Almighty and His son Jesus Christ, machines or devices you make or by any help from any ET, "Spacebrother", Alien, Witch, Psychic, Occultist or anyone or anything else. I know from personal experience. I was not abducted into their "service". I volunteered. I was a highly efficient killing machine for these beings. I have a high "horsepower" rating as well as several rare skill sets. My mission profiles were extensive and successful and beyond anything described by the so called remote viewers on the best seller list. Early in 2005, it was night time and Michael and I were lying in bed. The lights were off and Michael was doing his usual changing of the Quantum Matrix to prevent us getting abducted. This has ensured that we haven't been abducted for over 2.5 years now, which is great!!!

These areas are a at least twenty feet away from the strange light that appeared.

When I saw the strange light over the bathroom door I couldn't think of what it was. I just kept looking and looking at it trying to make ot what it was.

For some reason, I thought I couldnt't disturb Michael until he was finished. I closed my eyes, and then looked back - the two lights were still there. I did this several times.I was totally awake.

I hadn't gone to sleep.

And then the next time I looked back - THEY WERE GONE!!!! The whole area was again in total darkness as it always is.

I finally told Michael. We got that somehow, someone put something into the room, to watch what Michael does when he changes the Quantum Matrix.

While compiling the update for this article I came under attack and became so heated that it was necessary to actually remove my shirt and pants to keep from "cooking". When they "beam" at you it is quite unplesant. The attack came from the following beings with bodies -

The following procedure has proven useful when being attacked by witchcraft from multiple targets (a coven, triad or other group). When dealing with occultists I have found two main ways to counter their attacks.

Hard way: Whatever was sent to me would be returned to them multiplied by a factor of 1000, 100,000 or a million. After much experience I would now only do this in an emergency if the attacks were very damaging. The problem with this type of countermeasure is that the resources of the enemy are large and that they can attack you in a "swarm" and escalate the battle beyond what you may be able to take. Another problem is that the enemy still exists and the attacks just get bigger. It would be better if the enemy was eliminated and so the source of the attack would vanish.

Soft Way: I believe that this is the more effective type of countermeasure. In this procedure we use spiritual warfare techniques to "disassemble" the attacking group and eliminate each component individually. This takes more prayer, discernment and time, however the end result is more effective and longer lasting. There are five main targets in this counter attack:

1. The strongman over the attack
2. Whoever ordered the attack
3. Whoever executed the attack
4. Any machines or devices involved in the attack
5. The curse, spell or psychic attack itself

When you are being attacked by those trapped in the occult, remember that they are not your enemy. These are human beings, with families, that also have wants and needs and that love, just like you do. They are trapped and ensnared in things that they never knew existed and by the time they learned, it was too late. Many of these people were born into families where they have been abused and/or subjected to mind control since early childhood. All practitioners of the occult suffer from soul fragmentation. After participation in their first initiation, their soul is fragmented and they aren’t quite the same person as they were before that procedure. After each ritual less and less of the original soul remains and more and more of the enemy takes hold upon them. God wants these people to be freed, just like He is freeing you.

Your enemies are the entities that influence and control these occultists, whether grey alien, reptilian, draconian, demon, power, principality, world ruler or any other demon or life form.

Occultists are a dime a dozen. Satanist, Wicca witch, Druid witch, Freemason or any member of any secret society or secret church, it doesn’t matter. The demonic hierarchy is constantly recruiting new members and burning out and sacrificing old ones. Do not worry about their numbers. Just pray for whomever God puts in your path.

Occultists never win - You should be encouraged to remember that those who practice the occult arts to kill, hurt, influence or control others can never be victorious. Occult power comes from the demonic world and is limited in strength. An individual practitioner derives power and influence from the number and rank of demonic spirits that have come into them by way of casting spells, performing rituals and direct conjuring of demons. During this learning period soul fragmentation gets worse and as time goes on very little of the original human being remains. This is true whether a person is born into an occult surrounding or whether they are trained by occult books and the demons contained within them. An individual human body can only be subject to a certain amount of this abuse before it begins to break down and various diseases appear. By the time the practitioner realizes what is happening, it is too late.

As time goes on they require more and more life force energy to keep the demons at bay. They are forced to steal this energy from other beings (animal and human) by the use of sex, ritual and sacrifice. High-level initiates frequently utilize the techniques related to tantra yoga to steal energy from children during ritual. Eventually the practitioner is unable to obtain enough energy and they are taken over completely or destroyed.The occultist has only two choices. They can attack you and they will be defeated and probably damaged in the fight. Or they can ignore you and search for easier prey.

Are the Hidden Underground Military Bases the Real Headquarters for the New World Order?
A former Canadian military officer finally goes public with shocking information he learned while working at an underground base at Cold Lake in Canada. Although some may say his story is pure fiction, others claim the secrets to the New World Order's depopulation plan lies underground.

Everyone is talking about the New World Order and a one world government, but according to a former Canadian military officer, nobody wants to believe its true sinister nature lies in the mysteries surrounding thousands of deep underground military bases scattered throughout the world. Here is his story:



Timothy of Canada tells a wild story, a story of underground military bases where animal and human sacrifices nourish the bowels of creatures that have inhabited the earth long before man arrived.



He doesn't expect anybody to believe him, saying most people will think he's talking science fiction anyway. But nevertheless he feels compelled to speak, feeling compelled to risk life and limb as the New World Order zeroes in on the last stages of its incredible worldwide population reduction plan.



"They have been delayed with their plan to reduce the world's population by 80 percent but the globalists are now stepping up their activities," said Timothy, who refuses to use his real name, in an extended conversation this week from Germany, where he's employed in the aerospace industry.



"I am not about to use my name, risking incarceration as I would be in violation of our country's State Secrets Act. Also, do you know that more than 3,000 people have been killed for trying to talk about what goes on in these underground bases. It's basically a death sentence when you start getting too close to the nerve center of the real New World Order's plans."



And Timothy says the real heart and soul of the New World Order plan lies in the mysterious underground military bases scattered all over the world, including roughly 30 in Canada, 140 in the United States and more than 1,500 worldwide.



He became privy to this top secret information when he served as a junior officer in the Canadian Armed Forces in the aerospace engineering branch, while working at one of the top secret deep underground military bases at Cold Lake in Canada.



And what he learned and what he has been researching ever since leaving the military is how this network of underground bases not only houses and conceals non-human life forms with incredible powers, but conceals an underground warehouse of sophisticated super-human technology used for mind control, advanced military weaponry and weather manipulation with the eventual goal of depopulating the world.



"Most people, including most of the so-called patriots, are sincere about defeating the New World Order, but they are really looking in the wrong direction. They need to uncover, expose and alert the people of the world what's going on below the earth's surface," said Timothy who likes to talk in a machine gun, rapid fire fashion, as he recalled first being alerted to the underground military base phenomenon when he researched the mysterious events surrounding cattle manipulation in Alberta, Canada, in the 1970's.



"It is very dangerous and you could be killed if you try to expose what the globalists are doing with this network of tunnels and underground facilities, but I have ended my silence since they are now in the final stages of there plan. Remember, AIDS being manufactured? Well, what's in store for mankind is now much worse and we need to do everything we can to try and stop the destruction of the world as we know it."



Although Timothy's story can easily be dismissed as pure fantasy, stories like his have a funny way of getting under your skin, a funny way of creeping up on you right before you fall asleep at night. They have a strange way, no matter how outlandish and unbelievable they are, to solicit questions in your mind like "What if he is telling the truth and what if these sinister plans and military bases really do exist?"



Even though Timothy has promised from his undisclosed location in Germany to provide names of at least three other people, making this initial story an ongoing saga, he provided a battery of questions and perhaps a scientific Shakespearean soliloquy of sorts in the interim, explaining why he decided to go public and why it is imperative to uncover the secrets of the underground military bases.



"With the outbreak of the flu virus I feel compelled to break my silence. Maybe some of you have heard the term New World Order and feel confused about its significance.



"From this point let's put everything into a series of hypotheticals. Maybe I do not wish to break the Official Secrets Act and wind up incarcerated. Let us pretend I am about to reveal ultra-sensitive information to you. Please approach this with an open mind.



"In the late 1970s I first became aware of the cattle mutilation phenomenon living in Alberta, Canada. The reasons given were unusual for this and it was the suppression of the outcry and true angst I sensed from the cattle farmers protesting outside of Calgary that first got to me.



"This was the first time I realized there was something seriously wrong. The hush-hush of this left a lasting impression.



"Let us assume I served as a junior officer in the Canadian Armed Forces in the Aerospace Engineering Branch. One base was Cold Lake.The members of this base wondered innocently why this was the only base where it was required to always wear a black radiation exposure detector.



"Maybe this is due to a Deep Underground Military Base with unusual aerial phenomena a few hundred statute miles north almost straight in line with Cold Lake bordering with Saskatchewan.



"What if you were to realize that Canada has over 30 DUMBs,and its neighbor to the south has over 140 active DUMBs. Worldwide there are now over 1500 DUMBs.



"Let us assume all North American DUMBs are connected below by oxygenated magnetoleviton trains from Krupp, Germany, and are able to reach MACH2+, having the tunnels vacuumed of air to eliminate air resistance. Adjacent to this is a subterranean tunnel highway.



"Let us assume that many of these bases are actually underground cities for beings that in actuality have resided here for millennia. Do you have the courage to believe this?



"All patriots who are willing to resist this New World Order should realize that globalists who have submitted are not the only problem. Maybe they have sold the rest of us out-thinking they will survive and not be enslaved as the remaining.



"What if by 2029 the global population is to be massively reduced, the remaining subjects enslaved and hauled off to underground slave labor factories to serve the global elite?



"What if the SDI project is in reality a weapon system to ward off unwanted "guests". Maybe all countries were fighting secretly a global war against strangers once they realized in the late 1970s that true intentions of inhabitants of these DUMBs were evil beyond belief.



"What if society cannot handle the truth?



"What if Eisenhower decided at Holloman AFB keeping things secret would prevent mass panic and decay into total anarchy? Examining the panic Y2K generated, has society become more courageous with time? I, for one forgive Eisenhower.



"What if over 8 million humans have literally been devoured by residents of these bases, the majority nourishing themselves with human glandular secretions?



"I do not expect anyone to believe this. But let us assume I have been privy to a lot of horrific information. Let us assume that in reality there are 143 elements in the periodic table. Maybe the only way the SR75 can reach MACH9+ is by using metal technology not of this world? Maybe the stealth aircraft use special coatings combined with electrochemical electronic countermeasures. Maybe this is why the stealth never were used when it rained in former Yugoslavia?



"Maybe the cloaking technology successfully tested at Tonapaz Range and S2 employs high frequency helix devices in the leading edges of the newest generation vehicles, refracting light making the aircraft invisible.



"Maybe I have dealt with metallurgic technology with crystalline structures not of this earth? Maybe the general public has been kept in the dark for many decades.



"I wish things were not the way they are. Nobody has the right to sell anyone out. Maybe I would not be revealing anything if I was not certain that all the secrecy and timeline is reaching a climax. We are all going to have to assert ourselves beyond belief. We have been lied to and we thought we were doing our best for betterment.



"I know mankind is destroying this planet, but I refuse to be enslaved. I am sick of the lies and the New World Order agenda. Maybe the force driving it resides in these bases. If you sense your freedoms are being revoked, you are not mistaken.



"After the last element of gun control is implemented, all freedoms will be removed within a ten year period. Never surrender your weapons. I wish this was not happening and I have had many sleepless nights, but for me I cannot stand it anymore. Never believe that the One World government is good for us. "I wondered back then why is the Canadian military shrinking. This is no accident. The American military is becoming more and more the global force combined with NATO. What can we do? Well, I know this. I will not cooperate with anyone who has sold me out. I will fight for every right I have, simultaneously enjoying the freedom of travel which still exists. Not for long though.



"I will not believe whatever the World Health Organization dictates. Do not believe anything?



"Examine the new Denver International Airport. Maybe in reality below it is a massive DUMB with 8 levels. Why does the fence point inward? Why the unusual security? Maybe the tent spires are in actuality large ventilation shafts to the subterranean levels. Start with this airport please. If you cannot find anything bizarre there then I feel sorry for you.

Investigations by EIR have uncovered a planning apparatus operating outside the control of the White House whose sole purpose is to reduce the world's population by 2 billion people through war, famine, disease and any other means necessary. This apparatus, which includes various levels of the government is determining U.S. foreign policy. In every political hotspot -- El Salvador, the so-called arc of crisis in the Persian Gulf, Latin America, Southeast Asia and in Africa- the goal of U.S. foreign policy is population reduction. The targeting agency for the operation is the National Security Council's Ad Hoc Group on Population Policy. Its policy-planning group is in the U.S.State Department's Office of Population Affairs, established in 1975 by Henry Kissinger. This group drafted the Carter administration's Global 2000 document, which calls for global population reduction, and the same apparatus is conducting the civil war in El Salvador as a conscious depopulation project.

"There is a single theme behind all our work-we must reduce population levels," said Thomas Ferguson, the Latin American case officer for the State Department's Office of Population Affairs (OPA). "Either they [governments] do it our way, through nice clean methods or they will get the kind of mess that we have in El Salvador, or in Iran, or in Beirut. Population is a political problem. Once population is out of control it requires authoritarian government, even fascism, to reduce it "The professionals," said Ferguson, "aren't interested in lowering population for humanitarian reasons. That sounds nice. We look at resources and environmental constraints. We look at our strategic needs, and we say that this country must lower its population-or else we will have trouble.

So steps are taken. El Salvador is an example where our failure to lower population by simple means has created the basis for a national security crisis. The government of El Salvador failed to use our programs to lower their population. Now they get a civil war because of it.... There will be dislocation and food shortages. They still have too many people there."

Civil wars are somewhat drawn-out ways to reduce population, the OPA official added. "The quickest way to reduce population is through famine, like in Africa or through disease like the Black Death," all of which might occur in El Salvador. Ferguson's OPA monitors populations in the Third World and maps strategies to reduce them. Its budget for FY 1980 was $190 million; for FY 198l, it will be $220 million. The Global 2000 report calls for doubling that figure. The sphere of Kissinger In 1975, OPA was brought under a reorganized State Department Bureau of Oceans, International Environmental, and Scientific Affairs-- a body created by Henry Kissinger.

The agency was assigned to carry out the directives of the NSC Ad Hoc Group. According to an NSC spokesman, Kissinger initiated both groups after discussion with leaders of the Club of Rome during the 1974 population conferences in Bucharest and Rome. The Club of Rome, controlled by Europe's black nobility, is the primary promotion agency for the genocidal reduction of world population levels. The Ad Hoc Group was given "high priority" by the Carter administration, through the intervention of National Security Adviser Zbigniew Brzezinski and Secretaries of State Cyrus Vance and Edmund Muskie.

According to OPA expert Ferguson, Kissinger initiated a full about-face on U.S. development policy toward the Third World. "For a long time," Ferguson stated, "people here were timid" They listened to arguments from Third World leaders that said that the best contraceptive was economic reform and development. So we pushed development programs, and we helped create a population time bomb. "We are letting people breed like flies without allowing for natural causes to keep population down. We raised the birth survival rates, extended life-spans by lowering death rates, and did nothing about lowering birth rates.

That policy is finished. We are saying with Global 2000 and in real policy that you must lower population rates. Population reduction and control is now our primary policy objective- then you can have some development."Accordingly, the Bureau of Oceans, International Environmental, and Scientific Affairs has consistently blocked industrialization policies in the Third World, denying developing nations access to nuclear energy technology--the policies that would enable countries to sustain a growing population. According to State Department sources, and Ferguson himself, Alexander Haig is a "firm believer" in population control.

"We will go into a country," said Ferguson, "and say, here is your goddamn development plan. Throw it
