America's war on the web



While the US remains committed to hunting down al-Qaeda operatives, it is now taking the battle to new fronts. Deep within the Pentagon, technologies are being deployed to wage the war on terror on the internet, in newspapers and even through mobile phones. Investigations editor Neil Mackay reports



IMAGINE a world where wars are fought over the internet; where TV broadcasts and newspaper reports are designed by the military to confuse the population; and where a foreign armed power can shut down your computer, phone, radio or TV at will.
In 2006, we are just about to enter such a world. This is the age of information warfare, and details of how this new military doctrine will affect everyone on the planet are contained in a report, entitled The Information Operations Roadmap, commissioned and approved by US secretary of defence Donald Rumsfeld and seen by the Sunday Herald.

The Pentagon has already signed off $383 million to force through the document’s recommendations by 2009. Military and intelligence sources in the US talk of “a revolution in the concept of warfare”. The report orders three new developments in America’s approach to warfare:

lFirstly, the Pentagon says it will wage war against the internet in order to dominate the realm of communications, prevent digital attacks on the US and its allies, and to have the upper hand when launching cyber-attacks against enemies.

lSecondly, psychological military operations, known as psyops, will be at the heart of future military action. Psyops involve using any media – from newspapers, books and posters to the internet, music, Blackberrys and personal digital assistants (PDAs) – to put out black propaganda to assist government and military strategy. Psyops involve the dissemination of lies and fake stories and releasing information to wrong-foot the enemy.

lThirdly, the US wants to take control of the Earth’s electromagnetic spectrum, allowing US war planners to dominate mobile phones, PDAs, the web, radio, TV and other forms of modern communication. That could see entire countries denied access to telecommunications at the flick of a switch by America.

Freedom of speech advocates are horrified at this new doctrine, but military planners and members of the intelligence community embrace the idea as a necessary development in modern combat.

Human rights lawyer John Scott, who chairs the Scottish Centre for Human Rights, said: “This is an unwelcome but natural development of what we have seen. I find what is said in this document to be frightening, and it needs serious parliamentary scrutiny.”

Crispin Black – who has worked for the Joint Intelligence Committee, and has been an Army lieutenant colonel, a military intelligence officer, a member of the Defence Intelligence Staff and a Cabinet Office intelligence analyst who briefed Number 10 – said he broadly supported the report as it tallied with the Pentagon’s over-arching vision for “full spectrum dominance” in all military matters.

“I’m all for taking down al-Qaeda websites. Shutting down enemy propaganda is a reasonable course of action. Al-Qaeda is very good at [information warfare on the internet], so we need to catch up. The US needs to lift its game,” he said.

This revolution in information warfare is merely an extension of the politics of the “neoconservative” Bush White House. Even before getting into power, key players in Team Bush were planning total military and political domination of the globe. In September 2000, the now notorious document Rebuilding America’s Defences – written by the Project for the New American Century (PNAC), a think-tank staffed by some of the Bush presidency’s leading lights – said that America needed a “blueprint for maintaining US global pre-eminence, precluding the rise of a great power-rival, and shaping the international security order in line with American principles and interests”.

The PNAC was founded by Dick Cheney, the vice-president; Donald Rumsfeld, the defence secretary; Bush’s younger brother, Jeb; Paul Wolfowitz, once Rumsfeld’s deputy and now head of the World Bank; and Lewis Libby, Cheney’s former chief of staff, now indicted for perjury in America.

Rebuilding America’s Defences also spoke of taking control of the internet. A heavily censored version of the document was released under Freedom of Information legislation to the National Security Archive at George Washington University in the US.

The report admits the US is vulnerable to electronic warfare. “Networks are growing faster than we can defend them,” the report notes. “The sophistication and capability of … nation states to degrade system and network operations are rapidly increasing.”

T he report says the US military’s first priority is that the “department [of defence] must be prepared to ‘fight the net’”. The internet is seen in much the same way as an enemy state by the Pentagon because of the way it can be used to propagandise, organise and mount electronic attacks on crucial US targets. Under the heading “offensive cyber operations”, two pages outlining possible operations are blacked out.

Next, the Pentagon focuses on electronic warfare, saying it must be elevated to the heart of US military war planning. It will “provide maximum control of the electromagnetic spectrum, denying, degrading, disrupting or destroying the full spectrum of communications equipment … it is increasingly important that our forces dominate the electromagnetic spectrum with attack capabilities”. Put simply, this means US forces having the power to knock out any or all forms of telecommunications on the planet.

After electronic warfare, the US war planners turn their attention to psychological operations: “Military forces must be better prepared to use psyops in support of military operations.” The State Department, which carries out US diplomatic functions, is known to be worried that the rise of such operations could undermine American diplomacy if uncovered by foreign states. Other examples of information war listed in the report include the creation of “Truth Squads” to provide public information when negative publicity, such as the Abu Ghraib torture scandal, hits US operations, and the establishment of “Humanitarian Road Shows”, which will talk up American support for democracy and freedom.

The Pentagon also wants to target a “broader set of select foreign media and audiences”, with $161m set aside to help place pro-US articles in overseas media.

The good old US of A. As young children we are taught the pledge of elegance to the flag of the United States of America and do it proudly. Sadly, none of us learned that the 'United States' didn’t even exist until 1865. True we were taught that our country gained it’s independence in 1776 and became an independent country but that was the 'united States of America'. In other words, it was a group of States united together for a common cause. If you look at the original copy of the Constitution you will see that united is not capitalized. That’s because the founding fathers created a country made up of smaller territories that were bridged by the Constitution. The states themselves were responsible for the common law. The Constitution was for keeping things between the states uniform and for handling business with foreign countries including fighting a war. The States were to remain completely independent and retain power and jurisdiction over every matter not specifically delegated to the federal government.

The country was built on Private Merchant Law. The contract actually started in 1778 when the Congress borrowed money from the king of England over 21 loans. The repayment of which had been ratified by Congress on January 22, 1783. The United States Bank, created in 1791, was a private bank, with 18,000 of 25,000 shares owned by England.

In 1861 seven states walked out of the Congress leaving it without a quorum for adjourning and therefore ending sine die. Congress was reopened under the authority of the President acting in capacity of being Commander-In-Chief of the Armed Forces, under emergency war-powers rule. That executive order has never been repealed or rescinded. Upon signing of that executive order under the Emergency War Powers, 12 USC 95 a, b. Every citizen is now “legally” established as an “enemy” via the Amendatory Act of March 9, 1933, 48 Stat. 1, amending Trading With Enemy Act of October 6, 1917, H.R. 4960, Public Law No. 91. In 1865 the fourteenth amendment to the Constitution was written but never properly ratified.

The first line of the 14th amendment states…

All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside. No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any State deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Well hello. Now we are citizens of two entities, The United States and the State we live in. Now the United States is an actual entity where you are now a citizen. The second part of that line is now saying that the United States is now the supreme ruler of the land, not the State. The fourteenth amendment creates a public charitable trust between the citizens and the corporation. A cestui que trust is fundamentally different from a regular trust, which is expressed in nature and consists of a contractual indenture involving three parties: Grantor (Creator or Trustier), Trustee, and Beneficiaries. In an express trust, legal ownership is transferred by written contract between Grantor and Trustee in which the Grantor surrenders ownership of property to the legal person, the Trust, to be managed by the Trustee on behalf of those who are to benefit from the arrangement, the Beneficiaries. A cestui que trust, on the other hand, is not formed by express contract, i.e. overt agreement expressed in writing, but by legal construction, i.e. fiat. A cestui que trust has no Grantor, but, being a constructive trust created by operation of law, i.e. by make-believe, have only co-trustees and co-beneficiaries. The co-trustees are the parties with the duties for managing property for the “public good,” i.e. for the benefit of those designated as co-beneficiaries. On February 21, 1871 the Forty-first Congress chartered a Federal company called United States of America, or US Inc. originally designated Washington, DC in accordance with the fourteenth amendment which was never ratified. A “citizen of the United States” is an entity operating as a co-trustee and co-beneficiary of the PCT, the constructive, cestui que trust of US Inc. under the 14th Amendment, which upholds the debt of the united States of America and US Inc.

After the creation of US Inc. each state created a limited liability corporation chartered in a private, military, international, commercial, maritime jurisdiction entitled “State Of” such as ‘State of California’ followed by the creation of a new state Constitution. A general partnership was created between the Republic of California and the State of California with the State of California acting as governmental controller. The State of California now acts as an agent of the United States.

The trust created acts as an implied contract. Implied contracts can be ratified by two means. Silent acquiescence, for example, you receive a bill in the mail that you do not owe. The bill states you have 30 days to respond. Most people think that means you have 30 days to pay. In actuality it means you have 30 days to challenge the fact that you owe. If you do not answer the challenge in 30 days, you have just admitted by not replying that you do in fact owe the money. Now whether you actually were liable or not, you now are contractually. This is accomplished every time the IRS claims you owe them money and you pay it in the form of taxes. The second way to ratify a trust is to accept benefits offered by the government. Once you’ve accepted goods, money or labor (IE: fixing your street) from the government, you have ratified the contract. Once you perform either of these acts you give implied consent and are now bound by an alleged contract with US Inc and are placed into legal status of Debtor and yield all sovereignty and all capacity for asserting their unalienable rights in favor of being presumed as having exercised their sovereignty and free-will autonomy for the purpose of going along with the government’s assertion that they sacrifice everything for the “public good”. Citizens by law are incapable of managing their own affairs and enjoying their unalienable rights. Like the estate of a decedent, they are then managed by the executors/administrators of the estate, in probate. Such is the condition of every “citizen of the United States” today in law, managed by the government agencies acting as executors/administrators of their estates in bankruptcy, legal incapacity, and civil death as assets of the bankrupt US.

In 1912 bonds issued by the United States Inc. came due but it did not have the resources to pay its creditors. The liability then fell on the actual Federal Government to pay but the Federal Government also did not have sufficient funds. The creditors happened to be the families that created the Federal Reserve Bank. The creditors settled for all of the assets of both US Inc. and the national government instead of foreclosure on and liquidation of the entire country. By so doing they expropriated the nation—both united States of America and United States Inc. Sic transit. United States Inc now forms an agreement with the Federal Reserve Bank. After passing two more completely illegal amendments (sixteenth and seventeenth), Congress passed the Federal Reserve Act, surrendering the creation and management of the nations currency to a private bank. The government lost its independent treasury which is one of the requirements in law for national sovereignty. Citizens of the United States are now slave labor to the Federal Reserve Bank.

A Column: Slats Grobnik Finally Gets Out Of Denver Gulag After 33 Days
Slats is back at his home at Sam's Tavern in Chicago after being micro chipped and used as a New World Order guinea pig.

Slats Grobnik has been held incommunicado for 33 days in an underground Denver gulag, joining hundreds of other political prisoners including Elsebeth Baumgartner, Susan Lindauer and Carol Fisher.



And the one thing they all have in common is that they tried to speak out against the neo con party line, a party line trying to destroy America every hour of every minute of every day.



While the Fisher, Baumgartner and Lindauer stories have been well-documented in the Arctic Beacon archives, Slats has been overlooked since he has been lying face down on a concrete floor in a god forsaken Homeland Security hell hole detention center, held without right to counsel, clergy or even a phone call.



If you recall, Slats was hauled out of a Chicago tavern after being drugged by a CIA agent when he started calling President Bush a devil worshipping SOB who once was caught naked in a coffin during a Yale Skull and Bones ceremony.



Although no laws were broken, under the U.S. Patriot Act, authorities were able to haul Slats away, claiming he was aiding and abetting terrorism by denigrating the good name of the President of the United States.



And for 33 days, Slats has had little to say about the illegality of his incarceration since according to authorities he no longer has any rights whatsoever. Slats has become a prisoner of the state, a threat to the New World Order and a nuisance to the power elite.



Further, one of the guards in the gulag was overheard saying, "He's being used as an example for every other beer drinking American who thinks he can get away with talking against our good President known as The Great Decider."



In a fascist society, thought and speech crimes are punished without showing mercy since the greatest enemy to a country like America has now become are people who try to undermine authority by using their free will and free speech.



Slats has fallen into this unfortunate category just for calling Bush a devil worshipper. Others like him have met the same fate, being jailed illegally for such criminal acts as speaking out a city council meeting, talking against the war in Iraq and putting up anti-Bush posters on a city street.



And it truly is a sad to watch so many innocent people being jailed while the majority of Americans carry on business as usual, acting like everything's coming up roses.



So as we look in on Slats, through the eyes of a gulag security tape smuggled out by a friendly guard, we find Slats lying on the floor looking up at the ceiling, talking to the Big Brother's voice coming from the speakers hanging from the ceiling.



"My God, kill me," yells Slats while literally pulling his hair out. "No more needles, you bastards, no more needles!"



Slats started screaming while rolling on the floor like someone in an epileptic fit as Big Brother's voice echoed throughout the concrete cell:



"Mr. Grobnik, calm down. You have three more days here with us. Today you will undergo mind therapy. Tomorrow you will be micro chipped and then on your last day, you will meet with your Jesuit confessor, who by the way, will act as your permanent handler once you leave us.



"He is Godly man, Mr. Grobnik, who will help you adjust to your new lifestyle. He is a kind and truly compassionate man who will see to it that nothing goes wrong once you leave."



Before Slats knew it, two days passed and his micro chip was placed behind his left ear. He now was state property, marked by the beast and numbered suspiciously as Denver Gulag Citizen No. 911666.



Before being escorted back to Chicago with very little recollection of what had transpired due to the mind numbing therapy session, Slats found himself in a confessional as the priest opened the little screen window between kneeling compartments.



"Mr. Grobnik, I am going to make this short and sweet so don't bother with the Bless me Father for I have sinned part and I won't bother giving you any Hail Mary's and Our Fathers," said the Jesuit priest, who appeared to be wearing a black hood although his face was hidden behind the screen in the confessional window. "This is your last step before we set you free and put you into the new world we are creating.



"Just get me back to Sam's Tavern, the place where I came from," said Slats.



"Be patient. One last word before you go home, Mr. Grobnik, one last word. Let me say this, if you ever repeat anything I tell you, you will die a terrible death. I will poisen you myself Mr. Grobnik, is that clear?"



"Yes."



"Good. Now listen clearly. You have been chosen to be one of the lucky ones who will survive the upcoming genocide. The chip we have given you ensures that. How and why we cannot tell you, but let's just say, your brain has been modified to suit our liking. For example, will you ever say Mr. Bush is a devil worshipper again?"



"No."



"Good. You see. Much improved from when you first arrived. You now appear ready to go out and help with spreading the word of God while helping the Father General and our good American President in realizing the dream of a better world.



"Mr. Grobnik, I think you understand the only way to get there is through war, famine, genocide, don't you?"



"Yes."



"Good. Now go my son into our New World Order, go into our world where the chosen ones have allowed you to join the club."



"Thank you," said Slats, as he opened the confessional door but looking back at the Jesuit wearing the black hood. "How can we meet again?"



"If you follow our orders, you can see me every Sunday saying Mass at Saint Mary's near your Chicago home. If you don't, you will see me standing over you wearing a black hood with a point of knife at your throat. Is that clear, Mr Grobnik?"



"Perfectly."



As Slats left the gulag, the same black car he arrived in took him back to Sam's Tavern. As he ordered a beer, Sam the bartender said: "Where the hell have you been?"



"Just went to Church, Sam. Just went to Church."
